What is Seamless Steel Pipe EAC Certification?

EAC certification is a mandatory product conformity certification issued by the Eurasian Economic Union (EAEU). EAC stands for "Eurasian Conformity." This certification applies to the five member states: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Seamless steel pipes exported to these countries must obtain EAC certification; otherwise, customs clearance and sales are impossible.

Seamless pipe EAC certification is primarily based on TR CU 032/2013, "Safety of Pressure Equipment," technical regulation.

Applicable Conditions (Certification required if any of the following are met): 

Nominal diameter DN > 25mm

Design pressure PN > 0.05 MPa
Media: Gas, steam, or liquid

Exemptions: Non-pressure-bearing structural components with DN ≤ 25mm and PN ≤ 0.05MPa, laboratory miniature tubing, etc.

Certification Type Selection:

Based on risk level, certification is divided into two types:

● EAC Certificate of Conformity (CoC): Applicable to gaseous media and high-temperature environments
Certification Requirements: Sample testing + factory audit required
Validity: 1/3/5 years

● EAC Declaration of Conformity (DoC): Applicable to liquid media and low-pressure conditions
Certification Requirements: Document review (testing may be waived) Validity Period: Maximum 5 years

Mandatory Testing Items:

EAC certification for seamless steel pipes requires the following tests:

Material Testing: Chemical composition analysis, mechanical properties (tensile/yield/elongation), impact toughness, corrosion resistance
Dimensional Accuracy: Outer diameter, wall thickness, ovality, end face perpendicularity
Non-destructive Testing: Ultrasonic testing, eddy current testing, radiographic testing (for welds)
Pressure Testing: Hydraulic/pneumatic testing

New Regulations in 2026:

From 2026, EAC certification will implement stricter red-line requirements: Certification Authority: Only certificates from Russian institutions (RA/RU prefix) are valid.
Certificate Holder: Chinese sellers cannot hold certificates directly; they must authorize a legal entity within Russia (the agreement must be notarized).
Mandatory QR Code: Products must bear an FGIS encrypted QR code (≥8mm).
No Exemptions: All products must undergo full testing in Russia; CE/PED certificates are only partially reusable.
Information Consistency: Customs declarations, certificates, and nameplate information must be 100% consistent.

Consequences of Violation: Goods detention/return, fines of 20%-200% of the goods' value, and a 5-year market ban.

Certification Process:

1. Compliance Assessment: Confirm HS code and regulatory applicability.
2. Document Preparation: Business license, ISO 9001, technical passport, design drawings, strength calculation sheet, welding procedure qualification, Russian test report, etc.
3. Sample Testing: Send samples to a Russian-accredited laboratory for full-item testing.
4. Factory Audit: On-site audit by Russian experts is required under the CoC model.
5. Certificate Issuance: Register and file in the FGIS system, generating a unique number + QR code.
6. Labeling and Customs Clearance: Export after affixing the EAC mark and QR code.

EAC vs GOST Certification: 

Since 2015, EAC certification has completely replaced the original GOST-R certification. Seamless steel pipes exported to Russia and Eurasian Economic Union member states must obtain EAC certification; standalone GOST certificates are no longer accepted.
